ESL/Bilingual Endorsement Program
Succeeding with Linguistically and Culturally Diverse StudentsProgram Completion to Add Endorsement to Teaching License
Portland State University must provide verification to TSPC that you have met all requirements for the ESL or ESL/Bilingual Endorsement to be added to your teaching license. You are eligible to complete this final paperwork process if you have accomplished the following:
- Admission to Portland State’s ESL/Bilingual Endorsement Program
- Completion or successful waiver of all required courses and the final practicum
- Passing the ESOL Praxis test, with official score results sent to TSPC and Portland State
- For the “bilingual” designation, passing additional required Praxis language tests for Spanish, French, or German, or providing evidence of fluency in another language (see pg. 6)
and
You hold either an Oregon Initial/Continuing, or Basic/Standard teaching license (the endorsement cannot be added to a transitional or any other type of license).
If you meet the above requirements, then complete the following steps, referring to instructions below as needed to insure accuracy:
- Order two OFFICIAL transcripts from Portland State. Complete a Transcript Request Form and request that both transcripts be sent to YOU. Do not open the sealed transcript envelopes upon receipt, as this will invalidate them.
- Complete all forms (instructions provided below):
- Portland State Program of Study form
- TSPC C-1 Form
- TSPC C-2 Form
- TSPC PEER Form
- Make ONE copy of your Praxis test score(s) and any documentation that provides evidence of fluency in a second language for the bilingual designation (see additional information below). (NOTE: A paper copy of your Praxis score is required for your Portland State file because ETS only sends scores electronically.)
When you have all items above, prepare two packets for submission as described below. Submit only complete packets.
Packet #1 to Portland State:
- Program of Study (1 page)
- C-2 Form (2 pages)
- One official Portland State transcript in unopened envelope
- Copy of your ESL Praxis test scores (and evidence of second-language fluency if relevant)

Processing: Portland State reviews submitted materials and items in a student’s file to verify all program requirements have been met. Once verified, the director of teacher licensure submits electronic C-2 to TSPC to recommend the endorsement be added to the teaching license. Time required is at least three weeks from date of receipt, longer depending on workload or if items are missing from student file.

Hold these materials, and mail after you receive e-mail from TSPC saying they have received C-2 from Portland State:
- C-1 form (4 pages)
- PEER form (only required if you are renewing your license at the same time as applying to add the endorsement)
- One official Portland State transcript in unopened envelope
- License application fee, payable to TSPC ($100 as of Jan. 2007)

Instructions for completion of required forms
1. Portland State Transcript Request Form
Before ordering, you should verify online that all your ESL Endorsement courses are showing on your transcript and that all have appropriate letter grades posted (no I, M or X grades). View your online transcript at www.banweb.pdx.edu. If you have problems logging on, call
503-725-3511 and follow the telephone prompts to reach someone to assist you. Contact the course instructor or the Continuing Education office at 503-725-8279 for assistance resolving any problems. Once resolved, submit your transcript request.
Complete the form fully. Be sure to sign and date it. Request two official transcripts. Cost is $4.00 per copy and must be paid by check, VISA or Mastercard at the time the order is placed. Requests for transcripts to be returned by mail are processed within five business days. Rush processing is available for an additional fee, as noted on the form.
If you are in a hurry, are able to come to campus or prefer to obtain transcripts in person, they are available for same day pickup after 3:00 pm when the request is received before noon. If the transcript request is received after noon, the transcript will be ready for pickup after 3:00 pm the next working day. Special handling fees do not apply to picking up transcripts on this schedule. Be sure to mark the “hold for pickup” box on the transcript request form, otherwise transcripts will be mailed. Pick up from the designated window in the lobby of Neuberger Hall. Photo ID is required when picking up transcripts.
2. Program of Study Form
Please fill out this form completely. Here is additional information on key items on this form:
Email: Do not leave this line blank. Provide the email address where you want TSPC to contact you to notify you they have received your C-2 from Portland State and are ready for you to send your additional materials. If you do not have an email address you may use an address of a friend or colleague. Email is the only way TSPC will contact you.
Teaching License/Authorization Levels: Your ESL/Bilingual Endorsement must match your current teaching authorization level(s). Please check off the appropriate license and authorization level(s) on this part of the form.
- For initial/continuing licenses:
- Select EC/EL if you are only authorized to teach preK–grade 8
- Select EL/ML if you are only authorized to teach grades 3–9
- Select ML/HS if you are only authorized to teach grades 5–12
- Select more than one level if you hold multiple level authorizations
- For basic/standard licenses:
- Select Elementary or Secondary, or both if you are authorized for K – 12
Praxis ESOL Test Required: Select “yes” if you were admitted to the program after October 1999; otherwise select “No”. Consult your admission letter from Continuing Education if you are not sure.
Course Grades: Consult your transcript to make sure you have the correct grades and terms in all the boxes. For information on getting unofficial transcripts online, see instructions above for requesting transcripts. If you received a waiver for a course, please enter Waived in the box for the grade and the date you got your waiver in the date box. Some waivers come from submitting a portfolio and others come from taking equivalent classes from Portland State’s applied linguistics department. The complete table of course equivalencies from the Portland State applied linguistics department is shown below.
Bilingual/Language and Evidence: If you are requesting the “bilingual” designation with your ESL endorsement, indicate your language. Indicate what evidence you are enclosing as proof of bilingual fluency (e.g., Praxis test scores, documentation from Portland State foreign language dept., etc.). See pg. 6 for more details on appropriate evidence of bilingual fluency.
Approval Signatures: Be sure to sign and date the form on the “student” line. Other signatures are completed at Portland State.

*Students need to have completed the entire TESOL Methods series to qualify for this waiver. At one point this was a three-course series but more recently this is a two-course series.
**Portland State TESL Certificate and TESOL MA Students need to do 100 hours of observation and practice teaching in the K-12 setting (as part of the methods courses) for the practicum to be waived in the ESL/Bilingual Endorsement.
3. TSPC Application for Educator License Form C-1 (4 pages)
This application form is used to apply for any type of educational license, including the ESL/Bilingual Endorsement.

The Application For Educator License Form C-1 is a four-page application used for all applications for educator licensing to include teachers, substitutes, administrators, school counselors, school psychologists, professional technical licenses, one year extensions, and duplicate license requests with a name change. The application verifies your current name, address, type of license you are seeking, educational history, licensed educator employment history, and current answers to the character questions with your signature and date.
Page 1. This page includes your current name, address, telephone number(s), email address, ethnic status, and if you ever held an Oregon license. Include any other licensed names in the space provided if that has changed since your last application with TSPC.
Page 2. This page asks for the type of license you are seeking. If this is your first license in Oregon, you fall in the first column on the left—First Teaching License issued 1/15/1999 to present. Oregon has gone through three licensure designs and the three columns signify the different time periods. On the actual license, it states the type of license you hold. You can use our website to look up your current license at www.tspc.state.or.us. Click on License Inquiry.
Page 3. If this is your first application in Oregon, complete Academic Degrees Earned, Educator Programs (if applies), Studies in Progress (if applies) and Experience as a Professional Educator (licensed experience). If your application is for a renewal or reinstatement, only list degrees, programs, and experience since your last application with TSPC.
Page 4. This page is for your answers to the character questions, current signature, and date. Be sure to answer all the character questions, sign, and date the form within the 90-day period prior to submission to TSPC. If not, your application will be considered incomplete and the form will need to be resigned and dated. If you answer “yes” to any of the character questions, include a written explanation on a separate sheet and provide a copy of the legal documentation of the court order. Our public service representatives are unable to advise on how to answer the character questions, so seek legal counsel for further information.
4. TSPC Program Completion Report Form C-2 (2 pages)
This form is used by higher education institutions to verify completion of an educational program and to recommend the educator for licensure (teacher, school counselor, school psychologist, and administrator).

The Program Completion Report (Form C-2) is a recommendation form completed by your college or university where you completed a teacher, administrative, school psychologist or school counselor program. Adding endorsements and levels can also be verified with the C-2. This form recommends the levels and endorsement area(s) that qualify you for licensure. Please note on the Teacher Education Program area, Oregon has four levels—Early Childhood (age 3-grade 4), Elementary (self-contained grades 3-8), Middle Level (grades 5-9 in a middle school), and High School (grades 7-12 in a high school). The form is signed by the director of teacher education and sealed in an institutional envelope. The form will not be accepted if received unsealed. Oregon colleges and universities send the forms electronically.
5. TSPC Professional Educational Experience Report (PEER) Form (2 pages)
This form is completed by your school district to verify educational experience. You would typically submit the form to your district human resources/personnel office. This form is only required if you are renewing your teaching license at the same time as adding the ESL/bilingual endorsement or if you are using teaching experience to add the endorsement. No other instructions are available. For questions, contact TSPC.
Proof of bilingual competency
There are four types of evidence acceptable to Portland State as proof of your competency in a language other than English.
- If your nonEnglish language is French, German or Spanish, you can take and pass the Praxis II Specialty Area Tests for these languages. Note that each language requires two tests. Your test score(s) are your evidence. (See item B above for more information on Praxis)
- If your nonEnglish language is other than one of those listed above, we will make arrangements for you to be assessed by the Portland State foreign languages department or by a local refugee agency. Written documentation from the foreign languages department or the agency is your evidence. (Please contact the ESL/Bilingual Endorsement Program Manager, Greta Krahn, at 503-725-8554 or krahng@pdx.edu, to make arrangements for an assessment.)
- If you hold an Oregon teaching license/endorsement to teach a nonEnglish language (e.g., you are licensed/endorsed to teach high school Spanish), this qualifies you for the bilingual designation.
- If you graduated from a college or university in a country where your nonEnglish language is spoken, and did your course work in that language, then your transcript from that college or university is your evidence. (We will make arrangements to have your transcript reviewed and translated if needed.)
