Systems Matrix: A systematic design for work plans for the operation of Head Start programs is explicit in the new performance standards. A model that tells us exactly how well you are operating in measurable and qualitative terms is required. An effective "Monitoring System," therefore, ensures that there will be a system in place for the ongoing monitoring of program operations to ensure that these operations effectively implement federal regulations.
