In October, 2004, TSPC adopted a rule change, effective July, 2005, which shifted earning the Continuing Teaching License from a required license to an optional license. Teachers are still required to earn a Master's degree or its equivalent, and there are also graduate level credit requirements for teachers holding an initial license who have already earned their Master's degree.

Due to this licensure rule changes at the state level, Portland State University is no longer offering a Continuing Teaching License program.
