Licensure candidates seeking recommendation from PSU to the Teacher Standards and Practices Commission (TSPC) for the Continuing Administrator License (CAL) must:
- Have a master's degree
- Have completed the Basic/Initial Administrator License and the Continuing Administrator License
- Have a planned program of study on file with the signatures of the student, adviser, and the director of licensure
- Complete at least three years of appropriately assigned administrative experience holding the Basic/Initial Administrative License before qualifying for the Continuing Administrator License
- Meet TSPC special requirements as specified if seeking their first Oregon certificate

Formal admission to both PSU for graduate studies and the Educational Leadership and Policy (ELP) department, (formerly the Department of
Educational Policy, Foundations, and Administrative Studies [EPFA]) is
required for participation in this program. Applications are accepted on a rolling basis and are reviewed monthly by the faculty screening committee. For an application procedures
