To be considered for admission, candidates must:
- Possess a bachelor's or master's degree from an accredited institution
- Have a cumulative GPA of 3.00 (undergraduate, upper division, or graduate)
Admission to the program requires two application packets:
Packet #1 to the Portland State University Office of Admissions (104 Neuberger Hall – or mail to Portland State Admissions, PO Box 751, Portland, OR 97207):
- PSU Graduate Admission Form
- Please check the box for MS under DEGREES, the box for Initial under Licensure, with Major code: EDSP, Concentration code: SPED, and Endorsement Area code: SPED.
- One set of official transcripts from all institutions you have attended, except Portland State, in sealed original envelopes from the institutions
- $50 application fee
Packet #2 to The Department of Special Education and Counselor Education (Rm 204 of the Education building or to Special Education Department, Portland State University, PO Box 751, Portland, OR 97207):
- Special Education Program Admission Application
- One set of official transcripts from all institutions attended, including Portland State, (including any graduate-level course work)
- Cover letter describing career goals and accomplishments. Special experiences, background skills, and abilities should be noted
- Special Education Transcript Review form
- Writing sample
- Two Recommendation forms
- Up-to-date résumé - (resume sample)
- One copy of current Oregon teaching license from TSPC website

It is the applicant's responsibility to follow up and ensure that all admission materials are submitted in a timely manner.
